Spatial risks management and geomatic improvements for urban land planning

Résumé / Abstract
This paper deals with a methodological geomatic framework, convenient for urban sustainable land planning. This methodology involves the linkage of new operative geo-concepts, and their GIS implementation, based on Hypergraph conceptual data models and dedicated spatial analysis process (map algebra, dynamic spatial cluster clouds analysis, kernel densities, geoprocessing~). After a quick overview of theorical fundments of this approach, the authors expose graphically the general design of the 3 operative geo-concepts: "spatial ergonomy" as the ability of a territorial entity to furnish the amount of resources the inhabitants need for the least generalized cost, "risk situation", as the local potential of hazards, stakes, exposures, vulnerability, and resilience, combined at each given time of territorial temporalities, "urban intensity" as a spatial activity indicator, merging two main dimensions of urban concentration factors: density of features (population, buildings, tradings, tertiary services, transportation networks~) and density of endogeneous and exogeneous flows, which both cooperate to put urban space under tension. 3 illustrating examples are given, picked out of 3 research programs actually in progress: 2 upon industrial risk management and road safety in a developed country (France (Le Havre, Lille)), 1 upon overflow risk in a developing country (Tunisia (Sfax)). Conceptual data models are explained and several GIS analysis scheme putting those concepts at work are demonstrated, with cartographic results, valuable for land sustainable planning.
