Résumé / Abstract
In this paper, we present the main provisions concerning the safety regulatory scheme comprising rules and actors such as Railway Undertaking, Infrastructure Manager, Safety authority, Suppliers or Master of work. It highlights the responsibilities of each actor in qualifying and putting into service railway systems. In order to make easier the admission of vehicles into high speed lines and illustrates the common frame of references, an example of mutual recognition between French TGV POS and German ICE3 trains made by authorities of each country is presented. Two cases studies are reviewed, one related to GSM-R and another related to rolling stock. We highlight the difficulties of this common framework, particularly the problems on borders when implementing GSM-R or the problems of national regulation and different local infrastructures based on historical and geographical rail development. Finally we provide some recommendations.
