A cost-benefit analysis of a new road incident management practice

Résumé / Abstract
The break-through of new technologies for measurement information processing and communication opens promising perspectives in the field of road network operation. Now incident management actions benefit from new means of detection, warning systems, rapid intervention and user information. The assessments of the incident management policies already implemented on some networks suggest significant stakes for users and for the community: increase of road safety, time savings and various economic advantages. This paper describes the various steps of a socio-economic assessment of this complex operation measure. An innovative practice is implemented on a test network from Ile de France. This practice is the object of a before-after comparative analysis. The method of stakes assessment is described and applied on the test network. On the basis of measured real data, a cost-benefit ratio of this innovative practice is proposed to the decision makers.
