Résumé / Abstract
The current study seeks to identify the common parameters that determine how VMS is implemented and used. A prototype model framework was constructed based on the following developmental process: 1. A literature review highlighted current worldwide practice and provided an understanding of the scope and practicalities of operating VMS. The review was also expanded to look at possible complicating factors with VMS such as competing sources of traffic information and issues of credibility.2. Key players were identified 3. A sequence of parameter relating to VMS operation was established 4. Common attributes to these parameters were identified 5. A model prototype framework was constructed to and parameters at varying levels of operation 6.The model was applied to a case study example. It is intended that the model form the basis of a prototype Decision Support System (DSS) which can predict from given combinations of available infrastructure and data, technology, and interagency coordination, the way in which VMS may be implemented.
