Résumé / Abstract
This report discusses the role of scenarios as a strategic tool in the long term decision process and proposes a methodology for construction of a reference scenario, identifying three main types of variables: socio-economic spatial and transport policy variables. In the second part of the report, the past and present trends of these variables are discussed, with some projections for a 2020 horizon. Finally a trend policy scenario is proposed around the two main European of liberalisation and harmonisation, with estimated annual percent changes in total costs for each mode. This trend policy scenario can also be found in the d1 report of the pilot sea project.
