Résumé / Abstract
The intention of this document is to analyse how the decision to build a cross-channel fixed link has mobilized the actors at the different territorial scales on either side of the Channel to work out strategies for regional development. In fact, despite the specific decision-making contexts, where interlocking of the decision-making ladders is complex, the Nord-Pas de Calais region and the County of Kent have implemented support plans which are genuine strategies for the enhancement of this major transport infrastructure.
